​​​​SPORT AND RECREATIONAL FISHING

Sport / recreational fishing is an activity conducted exclusively for recreational and / or competitive purposes, which exploits living aquatic resources and prohibits any form of sale of the product caught.

EC Regulation n. 302/2009 includes the following distinction: 

  • sport fishing is a non-commercial fishing activity whose participants adhere to a national sport organization or have a national sport license; 

  • recreational fishing is a non-commercial fishing activity conducted by people not belonging to a national sport organization or who are not in possession of a national sport license. 

The recreational fishing can be divided into: 

  • coastal fishing; 

  • skin diving; 

  • pleasure craft fishing. 

The Decree of the Ministry of Agriculture, Food and Forestry Policies (MAFFP) dated 6th December 2010 is the responsible measure to promote the recognition of the consistency of sport and recreational fishing at sea, through the fulfillment of a communication made directly by the public, and aimed at the numerical detection of sea lovers who practice this activity in their free time. All those wishing to practice sport fishing in the sea will have to make a simple communication which is aimed at providing some very basic information, such as personal details, the type of fishing conducted, the regions in which they will practice this activity. This communication is mandatory for all those who have reached age 16, it is valid for three years and can be done in several ways:

  • through the use of sport and recreational fishing and commercial fishing associations; 

  • through a simple registration on the website of the Ministry of Agriculture, Food and Forestry Policies, www.politicheagricole.gov.it; 

  • informing the nearest Coast Guard Office.

The certificate of the communication enables to exercise the chosen type of fishing. Those who have not finalized the communication, if subject to supervision, will have to perform the obligations provided within ten days in order to avoid penalties.

Procedure for the issue of the license for sport and recreational fishing

  • In the section User Registration insert: name and surname of the person or of the contact person of the fisherman's association, email, an identification  password, and only for the contact person of the association, the name of the association which they run.

  • To complete the registration wait for the confirmation email that the system will send to the email provided at the time of registration and click on the first link above.

  • If the email client does not allow it, please click or copy the second link in the browser, wait for an answer and type e-mail and activation code always listed in the email received.

  • There will be a first page in which to insert the generality of the fisherman, and a second for specific information on the type of fishery. To confirm the successful completion of the transactions it will be possible to print the certificate of the communication.

*If the fisherman or association wish to reprint the certificate, they can simply log back into the website of the Ministry, identify and provide again the generalities of the fisherman.

The written communication, by industry associations or local Maritime Authorities, is carried out using the form in which full details must be given of the fisherman, the type of fishing activity (coastal fishing, skin diving, pleasure craft fishing), the equipment used for sport fishing, the boat used (private, rented, charter), the membership - or not - to a sports club and the region in which fishing takes place.

SPORT/ RECREATION FISHING OF RED TUNA

In accordance with current international standards (ICCAT Recommendation n. 13-07) and European rules (EC Regulation n. 302/2009, as supplemented and amended by EU Regulation n. 500/2012), with Circular letter n. 12780 dated 15th June 2010 the Directorate General of Fisheries and Aquaculture of the MAFFP intended to regulate the practice of sport / recreational fishing of red tuna.

In particular, the above mentioned measure provides for the issue - by Coast Guard Offices having jurisdiction over the maritime port base of the pleasure craft concerned - of a specific authorization valid for three years and renewable on expiry. This permission refers to the craft (which, of course, must be of Italian nationality), therefore the presence on board of the person who made the request is not necessary.

From the technical operational point of view, the following limitations are provided: 

  • It is forbidden to catch more than one specimen per day;

  • the period of allowed fishing is from the 16th June to the 14th October, with the possibility to continue until the 31st December, solely and exclusively with the catch and release technique;

  • minimum landing size shall be 30 kg. or 115 cm of fork length, that is to say the vertical distance drawn from the tip of the upper jaw to the extremity of the shortest caudal ray;

  • obligation to submit to the Coast Guard Office, within 24 hours from the disembarkation, the relevant catch report;

  • prohibition of the marketing of the specimens caught.

The penalties system for violations of the provisions on sport / recreational fishing of red tuna is determined by the relevant provisions of Legislative Decree n. 4/2012.

SPORT/ RECREATIONAL FISHING OF SWORDFISH 

In accordance with current international standards (ICCAT Recommendation n. 13-04), with Circular letter n. 8664 dated 26th March 2012 and n. 423 dated 28th February 2013 the Directorate General of Fisheries and Aquaculture of MAFFP intended to regulate the practice of sport / recreational fishing  of swordfish.

In particular, the above measure provides for the issue - by the Coast Guard Office having jurisdiction over the maritime port base of the craft concerned - of a specific authorization valid for three years and renewable on expiry. This permission refers to the craft (which, of course, must be of Italian nationality), so the presence on board of the person who made the request is not necessary.

From the technical operational point of view, the following limitations are provided: 

  • it is forbidden to catch more than one specimen per day;

  • the period of fishing ban in the months of March, October and November;

  • minimum catch size shall be 140 cm (measured from the tip of the head to the end of the caudal fin)

  • obligation to submit to the Coast Guard Office, within 24 hours from disembarkation, the relevant catch report; 

  • prohibition of the marketing of the specimens caught.​

The penalties system for violations of the provisions on sport / recreational fishing of red tuna is determined by the relevant provisions of Legislative Decree n. 4/2012.
